Where can I find a specification for a product or service?

The web is a great resource for finding specifications, but it can be hard to determine if the specification is a good one. The New York State Department of Transportation (NYSDOT) and NYS Office of General Services (NYSOGS) both have specifications on their sites. In addition, there is site hosted by FHWA which is a source for specifications from all over the United States.
