Staffing structures for management

Question:

What staffing structures for management are available for a town highway department? Can there be multiple superintendents, or is the superintendent/deputy the only option?

Answer

There must be a single person with the official title of Superintendent of Highways.

The most common arraignment is a deputy under the Superintendent of Highways

  • Superintendent of Highways
    • Deputy Superintendent of Highways

There are towns with multiple Deputies. The idea would be to have a deputy of highways and maybe another for water or parks. This is more common when there is a Commissioner of Public Works. The Commissioner can hold the title of the Superintendent of Highways or a Deputy Commissioner can. There is also the possibility of having a Commissioner of Public Works with a Superintendent of Highways under the Commissioner (not listed as a Deputy). The Public Works opens has to be done by referendum and proactive action by the board.
