How do I get reimbursements for work done under CHIPS and the new Winter Recovery Fund?
To get reimbursed first make sure the project is eligible under the Consolidated Local Street and Highway Improvement Program (CHIPS). For more detail on what is eligible, review the information on the CHIPS website. Here is a summary of what is eligible. As long as the project is eligible for CHIPS, you can get reimbursement from both funds. In fact, you can use both funds on the same project if needed.
Then fill out the proper forms. Form CP73 is used for CHIPS while form CP74 is used for the Winter Recovery Fund. Note that the Winter Recovery monies are a one-time appropriation so ask for those funds FIRST! Once you have applied for all of your Winter Recovery Funds, then use form CP73 for your CHIPS funds.
Just like with CHIPS, be sure to have good documentation of your expenses including checks, invoices and documentation of the work done. Payments will be made quarterly as per the following table so get your expenses in early. Any expenses after February 6, 2015 will not be able to be applied to the Winter Recovery Fund.

Payments are made via electronic funds transfer (EFT) so your municipality needs to submit an EFT Authorization Form to OSC in order to receive funds. The form may be obtained on OSC’s website at http://www.osc.state.ny.us/epay or on the CHIPS website. The EFT Authorization Form will require the entry of your municipality's 10 digit OSC Vendor Number.
