Can someone who passes a flagger be given a ticket?

Answer:

Passing a flagger with the proper signal (stop on a stop/slow paddle for instance) is a traffic violation and can be ticketed. This is authorized by the same law that allows police officers to stop traffic. Here is the salient part of the Vehicle and Traffic (V&T) Law.

Vehicle and Traffic

ยง 1102. Obedience to police officers and flagpersons. No person shall fail or refuse to comply with any lawful order or direction of any police officer or flagperson or other person duly empowered to regulate traffic. To be sure any ticket will hold up, the work zone needs to be placed properly according to the MUCTD and the flagger (flagperson) must be trained.
