Can I put brine down on a gravel road to help clear snow and ice?

No. While the brine might help with snow and ice, it would also lower the freezing point in the gravel and lead to softening of the surface, making the road rut and be almost impossible to drive. Sand is recommended on unpaved roads with plowing to remove the snow.
While some salt can be added to help keep the sand from freezing, the amount should be less than 5% (1 bucket of salt in 20). Otherwise, the salt can make the surface soft.
