Can CHIPS funding be used to develop an asset or pavement management plan?
While developing an asset management plan for roads, bridges, culverts, signs, and other infrastructure is beneficial and an important communication and planning tool, CHIPS funding is not eligible for reimbursement of this planning activity. CHIPS provides State funds to municipalities for the construction, reconstruction or improvement of local highways, bridges, highway-railroad crossings, and other local facilities which result in a “built” project. Specific CHIPS-eligible activities are identified in the CHIPS Guidelines.
